Must Have Skills:
- 5+ years of product management experience in IT or digital services
- Knowledge of enterprise architecture, cloud services, APIs, and integration patterns.
- Experience with Microsoft Dynamics 365, Power Platform, Azure, and Dataverse.
- Exceptional stakeholder engagement and relationship management skills.
- Experience with OPS IT project and architectural governance
- Proven experience leading large-scale digital or IT transformation projects of delivering user-centric products in complex environments
- Hands-on experience with Agile delivery, Scrum, and Lean product development and working with cross-functional teams
- Ability to translate business needs into clear, actionable requirements and user stories
- Ability to define and communicate a clear product vision and strategy conducting discovery work
Nice to have skills:
- Knowledge of OPS Digital Standards, privacy requirements, and cybersecurity practices.
- Previous OPS/public sector exp.
- Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), PMP, or equivalent certification.
- Experience delivering products using Microsoft Dynamics 365 and Power Platform.
- Experience supporting large-scale digital transformation and modernization initiatives.
Description
Key Responsibilities
1. Product Strategy & Roadmap
- Define and maintain the product vision, objectives, and roadmap.
- Align product priorities with business goals, strategic objectives, and enterprise direction.
- Identify opportunities for innovation, modernization, and process improvement.
- Develop business cases, value propositions, and product investment recommendations.
- Establish product success measures, KPIs, and outcome-based performance metrics.
2. Stakeholder & Business Relationship Management
- Engage business partners, executives, subject matter experts, and technology teams to understand business needs and priorities.
- Lead product discovery activities, workshops, and stakeholder consultations.
- Build consensus among diverse stakeholder groups and manage competing priorities.
- Communicate product status, roadmap updates, risks, decisions, and outcomes.
- Manage stakeholder expectations throughout the product lifecycle.
3. Product Delivery & Agile Leadership
- Own and prioritize the product backlog based on business value and strategic objectives.
- Translate business requirements into user stories, acceptance criteria, and product features.
- Collaborate with Agile delivery teams during planning, backlog refinement, sprint reviews, testing, and releases.
- Support quality assurance, user acceptance testing, and release readiness activities.
- Ensure delivered solutions meet business, operational, security, accessibility, and regulatory requirements.
4. Technology Leadership & Continuous Improvement
- Collaborate with architects, developers, and technical teams to ensure alignment with enterprise architecture and digital standards.
- Evaluate solution options, balancing business value, cost, risk, scalability, and sustainability.
- Monitor product performance, customer feedback, and operational metrics.
- Drive continuous product enhancements and long-term product evolution.
- Support technology modernization initiatives leveraging cloud and enterprise platforms.
5. Governance, Risk & Compliance
- Lead the development and maintenance of project governance artifacts, including Project Charters, Project Change Requests (PCRs), business cases, decision records, risk registers, status reports, and executive briefing materials.
- Identify, assess, and manage product risks, issues, dependencies, and mitigation strategies.
- Ensure compliance with security, privacy, accessibility, and regulatory requirements.
- Lead or support Privacy Impact Assessments (PIA), Threat Risk Assessments (TRA), Security Risk Assessments, and other governance reviews.
- Participate in governance, investment planning, architecture review, and portfolio management processes.
- Maintain governance artifacts, status reporting, financial tracking, and portfolio information within approved tools (e.g., Planview).
Technical Knowledge
- Strong understanding of enterprise architecture principles, cloud technologies, APIs, integration patterns, and application modernization.
- Experience with Microsoft technologies including:
- Dynamics 365
- Power Platform
- Azure
- Dataverse
- Experience overseeing or participating in PIA, TRA, and related risk and compliance activities.
- Strong understanding of product lifecycle management and digital service delivery.
Communication & Leadership
- Exceptional written and verbal communication skills.
- Proven facilitation, negotiation, stakeholder engagement, and conflict resolution skills.
- Ability to present complex concepts to executives, business stakeholders, and technical audiences.
- Demonstrated ability to produce high-quality documentation, presentations, and executive briefings.
