HK$161,107 to HK$185,614 (HMPS Point 20 to 24) per month including Monthly Allowance
Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.
Key Responsibilities\:
Reporting to the Chief Systems Manager of the Information Technology & Health Informatics Division (IT&HID), the incumbent will be responsible for leading the IT Central Administrative Support Team (ITCAST) to ensure streamlined project governance, procurement compliance, and administrative efficiency with a capable workforce built up. The role requires strategic oversight of integrated Project Management Office (PMO) functions, procurement and contract management, people and IT grade management and central reporting to align with corporate direction and organizational policies. The key roles and responsibilities include\:
Serve as a core member of the senior management team, contributing to the formulation of long-term IT strategies, annual business planning, and organizational change initiatives to enhance service delivery efficiency.
Lead the review and development of IT management framework and guidelines for internal controls and monitoring, including planning, budgetary and purchasing controls, contract administration and project governance, to ensure compliance with corporate policies and cost-effectiveness.
Lead the annual services and resource planning exercise, ensuring optimal internal resource allocation aligned with business priorities and budgetary constraints.
Lead an integrated PMO team to implement consistent project management frameworks, tools and methodologies to drive operational efficiency, standardised practices, and robust financial controls across IT projects.
Enhance financial monitoring, risk management, and resource allocation for IT projects.
Lead a dedicated purchasing and sourcing function with segregated duties to enforce compliance with corporate policies, regulatory requirements and risk mitigation strategies.
Oversee the preparation and delivery of high-quality progress reports to senior management and external stakeholders.
Serve as the focal point of IT committee secretariat duties and cross-departmental collaboration to ensure timely follow-up on strategic decisions.
Define core competencies and career pathways for IT technical staff both in Head Office and clusters utilizing training, rotation programs and accreditation mechanisms to build a competent workforce.
Align workforce development with IT grade management objectives to ensure skill readiness for succession and future service development.
Coordinate effectively with internal IT stakeholders and external parties, providing professional input and building trust-based networks to support organizational goals.
Collaborate with IT stakeholders and HA Head Office functions to develop, implement, and monitor divisional policies, ensuring quality execution and adherence to corporate directives.
Motivate and lead cross-functional, interdisciplinary team, fostering a culture of accountability, collaboration, and continuous improvement.
Entry Requirements\:
A university degree or equivalent.
At least 10 years’ post-qualification managerial experience in management function / respective profession / function of the post, of which at least 5 years’ experience is in senior management / professional level (e.g. SEO or equivalent level).
Good command of both written and spoken English and Chinese.
Preferable Attributes / Exposure\:
Holder of a Bachelor Degree in IT, Business Administration, Public Health, Health Services Management or health-related discipline or equivalent.
Managerial experience in executive support for committees, policy and governance development, planning and administration functions, public-sector procurement, or large-scale program management.
Strong administrative / operational leadership in service management, project governance, public-sector planning, administration, procurement, contract management and people management.
Strong strategic planning and analytical thinking skills to transform organisational goals into executable operational plans.
Proven experience in drafting and reviewing policies, guidelines / manual and management paper / reports.
Excellent interpersonal and communication skills with the ability to build network, negotiate effectively and establish trust with stakeholders.
Excellent management skills with strong commitment to drive and achieve organisation initiatives and objectives.
Strong business acumen and organising ability to align interests across different functions.
Demonstrated ability to lead, motivate and develop cross-functional interdisciplinary teams to achieve strategic goals.
