Position Summary
Arcadia Products, LLC is seeking an experienced Senior Human Resources Manager to lead the Human Resources function and supervise the Health, Safety, Security, and Environment (HSSE) function across Arcadia’s multi-state U.S. operations. Based at Arcadia’s Vernon, California facility, this position will have responsibility for the full range of Human Resources activities supporting the business, with particular emphasis on HR operations, employee relations, workforce management, compliance, and consistent execution of HR policies and practices across multiple locations. The role will also provide leadership, direction, and accountability for HSSE personnel and programs, partnering with Operations to support safe, secure, and environmentally responsible workplaces.
The Senior HR Manager will report directly to the President of Arcadia Products and maintain a matrix relationship with the Senior Vice President of Human Resources at DMC Global Inc. The position will serve as a key member of Arcadia’s leadership team, partnering closely with business and operational leaders while maintaining alignment with DMC Global’s broader HR strategy, programs, policies, and governance standards. The role will also coordinate with applicable DMC Global HSSE resources regarding enterprise standards, reporting, and significant risks.
This is a highly visible and hands-on leadership role. The successful candidate will be equally comfortable advising senior leaders, managing complex employee relations matters, developing HR and HSSE team members, and working directly with employees and supervisors in manufacturing environments. The role will ensure that qualified HSSE personnel have clear priorities, appropriate resources, and leadership support to execute technical programs, while holding operational leaders accountable for implementation within their areas of responsibility.
Fluency in English and Spanish is required.
Key Responsibilities
HR & HSSE Leadership and Business Partnership
- Lead the Human Resources function and supervise the HSSE function across Arcadia’s multi-state U.S. operations.
- Serve as the senior HR business partner to the President and Arcadia leadership team and provide leadership oversight of HSSE priorities, performance, and risks.
- Translate business priorities into practical HR and HSSE strategies and actions that support operational, organizational, and financial performance.
- Partner closely with DMC Global HR leadership to ensure alignment with enterprise HR strategy, policies, programs, governance, and compliance requirements.
- Coordinate with applicable DMC Global HSSE resources to align Arcadia’s programs with enterprise standards and reporting expectations.
- Provide guidance to leaders regarding workforce planning, organizational effectiveness, talent, employee relations, workplace safety, and other people-related and operational risks.
- Promote consistent HR and HSSE practices across Arcadia locations while appropriately addressing site-specific conditions and state and local requirements.
- Escalate significant workforce and HSSE risks to the President and appropriate corporate resources and ensure timely follow-through on mitigation plans.
HR Operations
- Oversee the effective administration of core HR processes, including onboarding, offboarding, employee records, HRIS transactions, personnel changes, attendance administration, and related documentation.
- Establish consistent HR processes, service standards, and accountability across the organization.
- Ensure employee data and HR records are accurate, timely, and appropriately maintained.
- Identify opportunities to simplify, standardize, and improve HR processes and service delivery.
- Partner with Payroll, Benefits, Finance, HSSE, Legal, and other functions to ensure effective administration of HR programs.
- Coordinate HR processes with HSSE requirements, including new-hire orientation, required training, workplace injury administration, and employee access changes.
HSSE Leadership & Program Oversight
- Lead, coach, and supervise HSSE personnel, establishing clear priorities, performance expectations, and accountability across Arcadia locations.
- Oversee the development, implementation, and continuous improvement of health, safety, security, and environmental programs through qualified HSSE personnel.
- Partner with Operations leadership to integrate HSSE expectations into daily work, supervisor responsibilities, operating practices, and business planning.
- Ensure HSSE personnel maintain effective processes for identifying hazards, assessing risks, conducting inspections and audits, and tracking corrective actions through completion.
- Provide management oversight of occupational health and safety programs, emergency preparedness, facility security, environmental compliance, and required training.
- Ensure qualified HSSE personnel coordinate applicable permits, inspections, regulatory reporting, records, and agency interactions, with support from Legal, Operations, and external specialists as needed.
- Review significant incidents, near misses, audit findings, and recurring hazards with HSSE and Operations leadership to ensure appropriate investigation, escalation, and corrective action.
- Support employee participation in HSSE programs and encourage timely reporting of hazards, injuries, security concerns, and environmental issues without retaliation.
- Evaluate HSSE staffing, training, equipment, and other resource needs and recommend priorities to Arcadia leadership.
- Coordinate with Operations and applicable corporate resources on serious incidents, emergencies, and significant regulatory matters.
Workers’ Compensation & Workplace Injury Management
- Oversee workers’ compensation claims from initial incident through resolution in partnership with HSSE, Finance, Operations, and third-party administrators.
- Ensure HR and HSSE responsibilities are coordinated for workplace injury reporting, incident investigations, claims administration, and return-to-work programs.
- Ensure supervisors and managers receive appropriate training on incident response, documentation standards, witness interviews, and investigation procedures, with technical guidance from HSSE personnel.
- Ensure claim documentation is timely, accurate, well-supported, and aligned with company policies and applicable requirements.
- Serve as a trusted resource for employees throughout the workers’ compensation process while appropriately protecting company interests and managing employment-related risk.
- Build strong employee relationships that encourage early reporting of concerns, injuries, and workplace issues.
- Evaluate claim trends, costs, reserves, and litigation exposure and partner with Finance, HSSE, and Operations leadership to develop proactive injury-prevention and risk-reduction strategies.
- Support effective return-to-work and transitional duty programs that account for employee restrictions, safe work assignments, and operational requirements.
- Partner with Legal, HSSE, insurance providers, and third-party administrators on complex, disputed, or litigated claims.
Employee Relations
- Provide leadership and guidance on complex employee relations matters across Arcadia.
- Establish HR as a trusted and approachable resource for employees, creating an environment where concerns can be raised and addressed constructively and promptly.
- Balance employee advocacy with sound business judgment to achieve fair, compliant, and practical resolutions to workplace issues.
- Develop productive relationships across all levels of the organization while maintaining appropriate objectivity and organizational perspective.
- Identify emerging employee concerns and operational risks before they develop into formal complaints, claims, litigation, or workforce disruptions.
- Conduct and oversee timely, objective, thorough, and well-documented workplace investigations.
- Coordinate with HSSE and Legal when employee relations matters involve safety complaints, security incidents, workplace violence, environmental concerns, or alleged retaliation.
- Coach leaders on performance management, corrective action, conflict resolution, workplace conduct, and employee communication.
- Promote fair and consistent application of company policies and employment practices.
- Identify employee relations trends and proactively address workplace issues that may affect employee engagement, retention, safety, or organizational effectiveness.
- Partner with DMC Global HR and Legal leadership on significant or sensitive employee relations matters.
Employment Law & Compliance
- Ensure HR practices comply with applicable federal, state, and local employment laws across Arcadia’s operating locations.
- Maintain particularly strong knowledge of California employment and wage-and-hour requirements.
- Provide oversight of practices involving wage and hour compliance, meal and rest periods, leaves of absence, accommodations, attendance, employee records, and related employment matters.
- Advise leaders on employee discipline and termination decisions, ensuring compliance with applicable laws while maintaining practical business effectiveness.
- Apply a risk-based approach to employee separations, aligning the level of investigation, documentation, review, and approval with the potential legal, employee-relations, and business risks involved.
- Support efficient administration of routine employment actions while ensuring heightened scrutiny and documentation for matters involving protected classifications, leave laws, accommodations, retaliation concerns, whistleblower activity, safety or environmental reporting, or other elevated-risk situations.
- Partner with business leaders and legal resources to evaluate employment risks and implement appropriate mitigation strategies before significant personnel decisions are made.
- Ensure employment decisions are consistent, defensible, and appropriately documented without creating unnecessary administrative burden.
- Coordinate with HSSE personnel on matters where employment requirements intersect with occupational health, workplace injuries, medical restrictions, and safe job performance.
- Partner with DMC Global HR and Legal resources regarding regulatory developments, compliance matters, audits, and employment-related risk.
- Ensure required employment notices, documentation, training, and records are appropriately maintained.
Talent Acquisition & Workforce Planning
- Partner with business and operational leaders to identify current and future workforce requirements, including HR and HSSE staffing needs.
- Oversee recruiting and staffing activities for hourly, professional, and leadership positions.
- Monitor staffing levels, turnover, absenteeism, vacancies, labor availability, and other workforce trends.
- Develop practical strategies addressing attraction, retention, workforce capability, and staffing challenges.
- Provide oversight of temporary labor and staffing agency relationships, coordinating with HSSE and Operations on orientation, training, and applicable safety responsibilities.
- Ensure effective and consistent onboarding practices, including required HSSE orientation and role-specific training.
Performance, Talent & Organizational Development
- Lead and support performance management, merit planning, goal setting, talent review, and succession planning processes.
- Coach leaders on establishing expectations, delivering feedback, documenting performance, and addressing performance concerns.
- Partner with leadership to identify and develop high-potential talent and strengthen organizational succession.
- Identify leadership and employee development needs and coordinate appropriate development resources.
- Partner with HSSE and Operations to strengthen supervisor capabilities in hazard recognition, incident response, employee communication, and accountability for safe work practices.
- Support organizational design, restructuring, and change management activities, ensuring workforce and HSSE implications are considered as business needs evolve.
HR & HSSE Team Leadership
- Lead, coach, and develop Arcadia’s HR and HSSE teams.
- Establish clear roles, priorities, expectations, and accountability within each function.
- Ensure HR and HSSE resources are effectively deployed across Arcadia locations based on business needs, workforce requirements, and operational risks.
- Build the capabilities of both teams to provide responsive, knowledgeable, and practical support to employees and leaders.
- Ensure HSSE personnel maintain the technical knowledge and qualifications needed for their assigned responsibilities and engage external expertise when appropriate.
- Promote coordination between HR, HSSE, and Operations while maintaining clear ownership of functional responsibilities.
- Encourage collaboration and knowledge sharing with the broader DMC Global HR organization and applicable corporate HSSE resources.

- Develop and monitor key HR metrics, including turnover, attendance, staffing, vacancies, employee relations activity, retention, and other workforce indicators.
- Oversee HSSE performance reporting, including incidents, near misses, inspection and audit findings, corrective action completion, training completion, and other relevant measures.
- Provide Arcadia leadership with meaningful workforce and HSSE insights, trends, risks, and recommendations.
- Use data to support workforce decisions, prioritize risk-reduction efforts, and measure the effectiveness of HR and HSSE initiatives.
- Drive continuous improvement in HR operations, HSSE programs, leadership effectiveness, and the overall employee experience.
- Ensure performance measures encourage accurate reporting, employee participation, and sustained risk reduction.
Qualifications
Required
- Bachelor’s degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and relevant experience.
- 8+ years of progressive Human Resources experience, including significant responsibility for HR operations and employee relations.
- Experience supporting multi-site and multi-state operations.
- HR leadership experience within a manufacturing, distribution, industrial, or similarly operational environment.
- Demonstrated experience leading and developing HR professionals.
- Experience supervising safety or HSSE personnel, or providing management oversight of workplace safety programs in close partnership with qualified technical professionals.
- Working knowledge of health, safety, security, and environmental program management sufficient to supervise HSSE personnel, evaluate performance, identify significant risks, and engage appropriate technical or legal expertise.
- Strong knowledge of federal employment law and demonstrated experience navigating multiple state employment requirements.
- Strong working knowledge of California employment and wage-and-hour law.
- Significant experience handling complex employee relations matters, workplace investigations, corrective actions, performance management, and organizational change.
- Experience overseeing workers’ compensation claims, workplace injury administration, and return-to-work programs.
- Fluency in English and Spanish, including the ability to communicate effectively with employees in both languages.
- Ability and willingness to provide timely leadership support outside normal business hours when urgent employee, HSSE, operational, or business needs arise.
- Demonstrated experience balancing legal, operational, employee-relations, safety, and financial considerations when recommending actions and business decisions.
- Proven ability to assess organizational risk, evaluate alternative courses of action, and provide practical recommendations that support compliance and business objectives.
- Experience partnering with Finance, HSSE, Operations, and Legal functions to address workforce and operational issues with measurable business impact.
- Strong judgment, discretion, and ability to manage sensitive and confidential matters.
- Demonstrated ability to balance broader organizational priorities with hands-on operational execution.
- Proficiency with HR information systems and Microsoft Office applications.
- Ability to work on-site in Vernon, California, with regular travel to other Arcadia locations as business needs require.
Preferred
- Professional HR certification such as SHRM-SCP, SPHR, PHRca, or similar certification.
- Experience supporting a large hourly and non-exempt manufacturing workforce.
- Experience directly supervising a multi-site HSSE or environmental, health, and safety function.
- Experience overseeing safety improvement initiatives, regulatory audits, environmental compliance programs, emergency preparedness, or facility security programs.
- Relevant safety or HSSE training or certification.
- Experience with HRIS, payroll/timekeeping, applicant tracking, workforce management, and HSSE reporting systems.

Compensation
The anticipated annual base salary range for this position is $140,000 to $160,000. The actual base salary offered will be determined based on factors such as the successful candidate’s qualifications, experience, skills, and other job-related considerations.
This position is also eligible to participate in the company’s Annual Incentive Plan (AIP), with a target incentive opportunity of 15% of annual base salary, subject to the terms and conditions of the applicable plan and achievement of established company and/or individual performance objectives.
The salary range represents the range Arcadia Products, LLC reasonably expects to pay for this position at the time of posting.
Work Environment & Travel
This position is based on-site at Arcadia Products’ Vernon, California facility and requires regular interaction with employees in both office and manufacturing environments. The Senior HR Manager is expected to maintain a visible presence within the operation, develop strong relationships at all levels of the organization, and comply with applicable site safety practices and personal protective equipment requirements.
This role requires a high degree of accessibility and responsiveness. Because Arcadia operates multiple manufacturing locations across varying shifts and schedules, the Senior HR Manager will be expected to remain reasonably available for consultation and response to significant HR and HSSE matters outside normal business hours, including evenings and weekends when business circumstances require. The role will coordinate with designated site leaders, HSSE personnel, and corporate resources under established incident-response and escalation procedures.
Regular travel to other Arcadia operating locations will be required to maintain appropriate HR and HSSE oversight, support local leadership, review program execution, and ensure consistent practices across Arcadia’s operations.
