Overview

The Applications Development Lead Programmer Analyst (C13) is a senior hands-on development role focused on building scalable Java and front-end solutions and delivering application components through the full development lifecycle. The role requires independent developers who can understand user requirements, contribute to design, develop solutions, integrate APIs, review and understand existing code, and take ownership through deployment and completion. The position is primarily React-focused, with Angular experience not required for candidates who are proficient in React and able to transition to Angular. Developers should have strong programming fundamentals and understand application structure so they can work efficiently. The role also involves mentoring junior and mid-level developers through technical guidance, code assignment, code reviews, and coaching, rather than managing them. Candidates are expected to bring the technical skills, self-motivation, and ownership mindset needed to take initiatives to completion. The role is seeking developers rather than architects, with emphasis on hands-on application development, Java, Spring Boot, front-end development, API integration, and microservices integration.

Responsibilities

• Understand user requirements and translate them into application solutions.
• Design and develop complex full stack applications using Java and front-end technologies.
• Own end-to-end delivery of application components from design through deployment.
• Develop and integrate APIs and review existing code to understand and implement required integrations.
• Drive appropriate technical and design decisions while aligning solutions with enterprise standards.
• Resolve high-impact technical challenges across systems and platforms.
• Work independently and take ownership of development activities through completion.
• Mentor junior and mid-level developers by explaining requirements and coding practices, assigning code, reviewing work, and providing technical guidance.
• Partner with stakeholders to define system enhancements and solutions.
• Ensure code quality, performance optimization, and scalability.
• Lead or contribute to testing strategies, code reviews, and deployment processes.
• Identify risks and ensure compliance with governance and regulatory requirements.
• Only those lawfully authorized to work in the designated country associated with the position will be considered.
• Please note that all Position start dates and duration are estimates and may be reduced or lengthened based upon a client’s business needs and requirements.
