Impact Housing (IH) is a vertically integrated modular design-builder and developer headquartered in Southern California.
Our mission is to continuously evolve the world’s most sophisticated and efficient housing delivery system. We pursue this mission by reimagining every element of how multifamily projects are designed, manufactured, and built—driving down costs, shortening schedules, and expanding access to high-quality housing for the people who need it most, whether through LIHTC or unsubsidized projects.
To date this decade, the IH team has built or is actively developing close to 1,500 modular units demonstrating a scalable, repeatable path to affordability. With the capability to produce approximately 1,000 units per year today, IH is expanding to meet growing demand in San Diego, Los Angeles, and beyond.

We plan to manufacture and build more than 10,000 units through 2030. To accomplish this, we are implementing the Lean Standard Model company-wide; deploying AI at every level of the company; and positioning IH as a national thought leader in modular development.

POSITION SUMMARY
The Project Manager is responsible for two mandates: successfully managing assigned projects and helping build the systems through which Impact Housing's Project Management team operates.
As a Project Manager, this individual will own assigned pursuits and active projects from preconstruction through delivery, with responsibility for schedule, budget, scope, coordination and client communication. The Project Manager serves as a primary point of coordination and contact among Impact Housing's internal organization and with any external clients.
KEY RESPONSIBILITIES
Project Management
- Own assigned projects end-to-end, including schedule, budget, scope, risk and change management, from preconstruction through certificate of occupancy.
- Lead preconstruction activity, including feasibility review, site logistics planning, module take-off coordination, and support of entitlement and permitting.
- Coordinate design among Impact Housing's manufacturing operation, design team, architect of record and site general contractor, identifying and resolving conflicts before they affect manufacturing or field execution.
- Maintain client-facing reporting and meeting cadence and serve as the client's primary day-to-day contact on assigned projects.
- Support Business Development during pursuits with technical input, diligence responses, project planning, scheduling and constructability review.
- Identify project risks early, establish ownership and resolution plans, and escalate issues appropriately.
- Capture project findings and lessons learned and feed them into Impact Housing's Problem Resolution Request, Non-Conformance and continuous-improvement processes.
Project Management Systems & AI Enablement
- Serve as the Project Management team's lead systems builder, working directly with existing Project Managers to understand how projects are currently managed and identify opportunities for standardization, automation and improvement.
- Interview and observe Project Managers and other functional leaders to capture proven practices, recurring problems, decision points, information requirements and institutional knowledge.
- Translate those practices into standardized project-management templates, workflows, checklists, stage gates, meeting structures, reporting formats and operating procedures.
- Develop and maintain the common project-management infrastructure used across third-party projects, creating consistency while preserving appropriate PM judgment and flexibility.
- Identify repetitive administrative and analytical work that can be reduced or eliminated through AI, automation or improved workflow design.
- Build and implement AI-enabled workflows and tools for activities such as meeting preparation and documentation, action-item tracking, project-status reporting, decision logs, risk tracking, document review, project research and information retrieval.
- Develop systems that improve visibility into project schedule, budget, scope, risks, open decisions, responsibilities and critical-path activities.
- Explore and implement appropriate integrations among the software, data sources and AI tools used by the Project Management team.
- Develop and maintain project knowledge-management systems that make project history, decisions, lessons learned and relevant documentation easier to retrieve and use.
- Prototype new systems quickly, test them with Project Managers, incorporate user feedback and continuously improve them before broader adoption.
- Document new systems and workflows and help Project Managers incorporate them into their daily work.
- Evaluate emerging AI and project-management technologies and recommend tools or approaches that can materially improve team productivity, quality or project outcomes.
- Ensure that AI and automation augment rather than replace appropriate human review, professional judgment, accountability and client communication.
DAY-TO-DAY RESPONSIBILITIES
- Run project and coordination meetings and maintain clear decisions, owners, action items and due dates.
- Maintain project schedules.
- Coordinate with manufacturing on production-slot timing and sequencing.
- Communicate with client and internal teams regarding open items, decisions and risks.
- Work alongside other Project Managers to understand existing workflows and identify opportunities for improvement.
- Monitor whether implemented systems are actually being used and producing the intended results.
- Capture lessons learned from active projects and incorporate them into the team's standard tools and processes.
QUALIFICATIONS
Years of Experience
- 3+ years of relevant professional experience in project management, construction management, development or a related field, with demonstrated responsibility for coordinating complex projects across multiple stakeholders.
Prior Experience
- Experience with a general contractor, developer, construction manager, architect/engineering organization, modular/offsite manufacturer or other complex project-delivery environment.
- Multifamily construction experience is preferred. Modular, offsite or industrialized construction experience is strongly preferred but not required where a candidate demonstrates an ability to learn new delivery systems quickly.
- Working knowledge of California entitlement, permitting and construction processes is preferred.
REQUIRED SKILLS AND ATTRIBUTES
- Strong foundation in project-management principles, including schedule, budget, scope, risk, dependencies, accountability and change management.
- Demonstrated ability to coordinate multiple organizations and individuals who may not report directly to the Project Manager.
- Strong interpersonal skills and the ability to build trust, extract knowledge from experienced team members and translate that knowledge into repeatable processes.
- Ability to lead effective meetings, establish clear accountability and follow through on commitments.
- Clear client-facing communication and the judgment to communicate risks and bad news early.
- Working knowledge of construction documents, submittals, RFIs, change orders and project controls.
- Strong systems thinking—the ability to understand an existing process, identify recurring patterns and inefficiencies, and design a better way of working.
- Demonstrated proficiency using modern AI tools in professional workflows.
- Demonstrated ability to move beyond individual AI prompting and use AI to create repeatable workflows, tools or systems.
- Ability and willingness to independently learn and implement new AI, automation and project-management technologies.
- Strong documentation skills and attention to detail.
- Bias toward experimentation and continuous improvement: willing to prototype, test, learn from users and iterate rather than waiting for a perfect solution.
- Valid California driver's license and reliable transportation.
PREFERRED QUALIFICATIONS
- Experience developing or improving project-management standards, templates, workflows, SOPs or project controls.
- Experience with AI-enabled workflows, agents or automation platforms.
- Familiarity with integrations, APIs and structured data sufficient to work with modern AI and automation tools.
- Basic coding or scripting experience, including Python, or demonstrated ability to build lightweight applications or tools using AI-assisted development.
- Experience with Smartsheet, Microsoft Project, Microsoft Office
- Affordable housing and LIHTC project experience, including funding-driven schedule constraints.
- Familiarity with third-party in-plant inspection and certification regimes and HCD requirements for factory-built housing.
- Experience with Type III and Type V multifamily construction.
- Bilingual English and Spanish.
EDUCATION AND CREDENTIALS
- Bachelor's Degree in construction management, architecture, engineering, business, real estate, information systems or a related field is strongly preferred.
- Equivalent professional experience combined with demonstrated project-management and technology capabilities may be considered.
- PMP or comparable project-management certification preferred but not required.

PHYSICAL REQUIREMENTS
This position is based in Los Angeles with regular travel to the Yorba Linda manufacturing facility and to project sites across California, including multi-day site presence during module set. The Project Manager must be able to access active construction sites, climb ladders and stairs, walk uneven terrain, and wear required personal protective equipment.
