The Program Manager of Open Access for Community Health and Behavioral Services (CHBS) is responsible for providing leadership oversight of the daily functions related to ensuring individuals have access to care at CHBS. This position advises on and facilitates implementation of policies, protocols, and workflows which enhances timely access to care as defined by program and regulatory standards.
The Program Manager oversees support staff that contribute to daily functions of walk-in and rapid access to service CHBS. This includes staff that perform Initial Evaluations and Comprehensive Assessments. In addition, the Program Manager oversees processes that support the daily access management functions of CHBS, which requires interaction with all members of the multidisciplinary treatment team.
Core Responsibilities
- Oversee the walk-in open access process for all CHBS locations to ensure timely access to services and communication with referring entities. Work collaboratively with leadership across the program to ensure this meets the needs of our community.
- Monitor daily, weekly and monthly deliverables assigned to areas of oversight.
- Proactively communicate with clinic leadership about potential issues identified.
- Escalate issues appropriately and timely.
- Ensure CCBHC, OMH and OASAS access requirements are maintained in accordance with clinical, regulatory and best practice principals.
- Oversee activities of all assigned staff; train, coach, mentor and develop staff to promote accountability for assigned duties.
- Participates in initiatives based on grants, special funding and leadership direction.
- Works with clinic and leadership team to achieve goals and objectives related to initiatives and regulatory requirements.
- Ensures that access management processes inform clients of their rights and support their ability to engage in services through mechanisms such as our proactive identification of self-pay clients and sliding fee scale application.
- Supports the multidisciplinary team in carrying out best practices for outreach and engagement to promote ongoing participating in services. To include, overseeing assigned steps in the outreach and engagement process as defined by leadership.
- Using data and reporting, monitor daily, weekly and monthly requirements and other data collection assignments. Follow through with appropriate staff on missing information or errors. Hold team accountable for accuracy to promote data integrity.
- Supports direct and open communication with all staff within the clinic. Contributes to a positive work environment for the entire CHBS team.
- Maintain timely and effective internal and external communication and problem resolution to ensure smooth and efficient operations.
- Assist and facilitate client crisis needs in conjunction with medical and clinical team.
- Establishes guidelines for prioritizing work activities, evaluating effectiveness, and modifying activities as necessary.
- Maintains accurate records and files pertaining to staff schedules; to include maintaining personnel records, manage payroll.
- To support quality documentation, provide information on Electronic Medical Records functionality needs to QA.
- Interviews, hires, and orient new staff and utilizing all support tools provided by organization.
- Provide personnel management of assigned staff.
- Facilitate routine meetings with assigned staff to promote team cohesiveness and proactive communication with team.
- Generate and maintain department or program specific reports, databases, charts and records as directed.
- Participate in special projects as appropriate.
- Any additional duties assigned as necessary.
Required Qualifications
- Bachelor’s degree or CASAC-A required, Master Degree preferred Human Services; previous leadership experience preferred.
- Must possess an interest and knowledge base in the provision of mental health services
- Position requires excellent written and verbal skills
- Must have good personnel and customer service skills.
- Experience with Electronic Medical Record preferred.
- Travel is required. Must have a valid NYS Driver’s License.
