This is an exciting opportunity for an experienced PMC Procurement Manager (SPB) with extensive FEED experience on high-profile middle east projects.

Job Objective
- Establish project procurement plans and strategies.
- Align procurement activities with project execution schedules.
- Develop sourcing and contracting approaches for major packages.
- Identify procurement risks and mitigation measures.
- Monitor procurement schedules and critical milestones.
- Ensure timely issuance of RFQs, bid evaluations, and contract awards.
- Track long-lead items to avoid project delays.
- Support achievement of project delivery targets.
- Develop and implement the overall project procurement strategy.
- Establish procurement execution plans aligned with project schedules.
- Define sourcing strategies for major equipment, materials, and contracts.
- Identify long-lead items and establish procurement priorities.
- Ensure procurement objectives support project delivery milestones.
- Oversee preparation and issuance of RFQs, RFPs, and tender packages.
- Review tender documents, commercial terms, and procurement procedures.
- Coordinate technical and commercial bid evaluations.
- Lead commercial negotiations with suppliers and contractors.
- Recommend contract awards and purchase order placements.
- Manage vendor prequalification and selection processes.
- Evaluate supplier capability, capacity, and financial stability.
- Maintain approved vendor databases.
- Monitor supplier performance and contractual compliance.
- Resolve supplier-related commercial and delivery issues.
- Monitor procurement schedules and key milestones.
- Track critical and long-lead equipment deliveries.
- Coordinate with expediting teams to ensure on-time delivery.
- Identify schedule risks and implement recovery actions.
- Ensure procurement activities support construction and commissioning requirements.
- Ensure procurement is executed within approved budgets.
- Analyze vendor quotations and commercial proposals.
- Optimize costs through competitive sourcing and negotiations.
- Monitor commitments, expenditures, and procurement forecasts.
- Support value engineering and cost reduction initiatives.

- Bachelor’s degree in engineering and supply chain.
- Minimum 20 years of experience in procurement role within the oil and gas industry
- Proven experience working on ADNOC offshore projects or similar Middle East offshore developments is highly preferred
- Strong experience in detailed design engineering for offshore oil and gas facilities, including topsides, jackets, modules, platforms, and brownfield modifications
- Sound understanding of international codes and standards, including ISA, IEC, API, NFPA, and relevant ADNOC engineering standards
- Strong coordination skills with multidisciplinary engineering teams, vendors, contractors, and clients
- Ability to work in a fast-paced EPC/EPCM/PMC environment on multi-billion-dollar offshore projects
- Good communication, technical reporting, and problem-solving skills
- Prior experience within a central engineering or shared services environment is an advantage.
