Lead Software Engineer (Technical Lead Manager), HealthTech

Who We Are

Open Government Products is a team of engineers, designers, and product managers who build technology for public good. We identify problem spaces where technology can help, test prototypes with real users, then bring the best ones to launch.

We keep our hierarchy flat so we can push past bureaucracy to focus on delivery. With 70% of our initiatives starting from the ground up, you will have real ownership over products that shape how citizens interact with their government.

About the Role

The HealthTech division builds digital products that make it easier for Singaporeans to access healthcare, and for the people delivering it - clinicians, medical social workers, and healthcare staff - to do their jobs well. The portfolio spans citizen-facing services like booking preventive care and checking subsidies, and the operational systems behind them: referral platforms, critical-results messaging, and case management tools used across hospitals and community providers.

You would own one of these product teams end to end as both Tech Lead and Manager, taking work from problem definition through launch and iteration. You'd work alongside designers, product managers, and partners across MOH, hospital clusters, GP clinics, and community providers, spending time understanding how healthcare services actually operate before building the systems that support them. As Tech Lead, you set technical direction: architecture, integrations, reliability, observability, security, and the trade-offs between shipping quickly and building something hospitals can rely on for decades. As Manager, you own the engineering team: hiring, coaching, and running the performance and career conversations that help engineers grow.

Responsibilities

We’re looking for a Senior / Lead Software Engineer who combines technical mastery with leadership and vision. This is not just about building features - it’s about shaping resilient platforms that frontline officers will rely on for decades.

In this role, you will:

• Own systems end-to-end: from design and delivery to operations and iteration.

• Lead and mentor engineers, providing technical guidance, coaching, and clear direction.

• Collaborate across disciplines—working with designers, product managers, policymakers, and stakeholders across government.

• Balance strategic priorities with engineering realities, ensuring security, scalability, and long-term impact.

• Represent engineering in agency discussions, translating technical trade-offs into solutions that matter on the ground.

This role is for someone who thrives at the crossroads of technology, leadership, and public impact—and who wants their work to literally save lives.

Key Responsibilities

• Architect, design, and deliver scalable, high-quality systems.

• Set and drive technical strategy in line with product and policy goals.

• Mentor and grow a high-performing engineering team.

• Champion engineering best practices: testing, security, observability, CI/CD.

• Work directly with external partners to align tech with operational needs.

• Communicate complex technical ideas in simple, actionable terms for all audiences.

• Drive innovation that enhances efficiency, reliability, and ultimately public safety.

What we are looking for

• Proven track record as a Senior/Lead Engineer, building and scaling production systems end-to-end.

• Strong foundation across modern software engineering and multiple layers of the stack.

• Demonstrated ability to lead teams, make tough trade-offs, and set clear technical direction.

• Excellent communication and stakeholder management skills, including with non-technical audiences.

• A mission-driven mindset: motivated by impact, not just technology—driven by the chance to save lives and strengthen public safety.

This isn’t just another engineering job. It’s a chance to shape technology that strengthens our frontline, improves national readiness, and protects lives. If you care about solving real problems with lasting impact, we want you on our team.
