Client
Overview
The Client
is Ireland’s national statistical institute. It is an independent Office within
the Civil Service under the aegis of the Taoiseach and is responsible for the
production, coordination and qualitative oversight of Official Statistics for
Ireland. With a current staffing complement of over 1,300 staff. The client
also has a large field force (comprised of both permanent and temporary staff)
deployed throughout the country to conduct the continuous household surveys and
passenger inquiries at airports and seaports.
The client’s
work programme has evolved and expanded significantly in recent years,
resulting in increased demands on organisational capacity, project delivery
capability and workforce resources. To support the effective management and
delivery of this growing and increasingly complex portfolio of work, the
organisation wishes to engage the services of an ICT Project Manager.
One large
division within the organisation (Census) has an established project management
structure that has been successfully implemented and is operating effectively.
The organisation intends to leverage this existing structure, experience and
proven practices as the foundation for organisation wide project delivery as
applicable, with appropriate modifications based on business need.
Role
Overview
The client
is seeking an experienced ICT Project Manager on a part-time basis over three
months to help transition a specific project “Digital Data Collection for
Enterprise” (DDCE) from initiation and planning phase into implementation
phase. The initial engagement is expected to be on a part-time basis over 3
months (with potential for 1 extension periods of up to 3-months).
The
objective is over 3 months to align stakeholders on objectives, agree
mobilisation plan, agree programme roadmap and workstreams, scope project
budget (and align on funding mechanism if required), recommend on project
governance (in line with Census PMO best practices) and determine resource
planning for next phase. Extensions beyond that would focus on delivery of the
programme to agreed key milestones and supporting development of PMO.
The Client
envisages that these part-time resources will have the following maximum time
allocation for the duration of this 3-month contract.
The initial
engagement is expected to focus on Digital Data Collection for Enterprise
Statistics programme. The Digital Data Collection for Enterprise Statistics
(DDCE) programme seeks to create a world-class, seamless, end-to-end approach
to the collection, processing and delivery of enterprise-based multi-source
data within the client This system should be underpinned by a metadata
management system, whereby the source of data is less important than its
characteristics/use and a single view of data is maintained throughout the
process. The programme will incorporate all processes from sample frame to
clean file with a particular focus on enhancing the respondent experience,
managing response burden, improving data quality and efficiency by using common
tools and methodologies.
Desired
outputs in the first three months are:
· Objectives: agreed
objectives and deliverables across the DDCE stakeholder group, with a
documented mobilisation plan and decision log
· Programme roadmap and workstreams: a phased roadmap from initiation through to
implementation, with workstreams scoped and sequenced, and clear
interdependencies mapped and flagged early
· Budget and funding scoping: a costed view of the project budget with funding
mechanism options and clearly defined budget oversight
· Governance recommendation: a governance model built on Census PMO best practice,
but shaped specifically for DDCE's structure,
· Resource plan for the next phase: a realistic resourcing model plan for delivery
· Risk Management Plan: detailing how risks will be assessed, controlled,
monitored and mitigated for
The
deliverables for this engagement are Programme Roadmap, Governance Model,
Funding View, Resource Plan, Risk Management Plan.
Additional
days may also be used, as required, to support the rollout of best practice
project management methodologies from Census across the wider organisation, and
to contribute to the development of portfolio management practices for the
organisation where required
Mandatory Requirements (Pass / Fail): Candidates MUST meet ALL of the following:
Experience

mandatory requirement, that the Resource proposed has the equivalent of >4
years’ experience.
Qualifications
· It is a
mandatory requirement, that the Resource proposed hold the following
qualifications or equivalents:

Management qualification.
Availability
· Must be
available to start from 30th October 2026.
English
Language Proficiency (MANDATORY):

· CEFR
C2 Proficiency/Mastery (or equivalent)
· If
there is no certificate, fluency will be assessed at presentation stage
Engagement:
· Part-time commitment: 0.6
FTE (roughly 60% of a full-time role)

days across the contract
· On-site requirement: 5
of those 30 days must be worked on-site during the 3-month period
· Remaining days: 25
days can presumably be worked remotely, subject to the contract terms.
