The Human Resource Operations Advisor - Part Time provides strategic and operational guidance to support AIDB’s human resources initiatives, policy development, employee relations, and workforce planning. Working in a part-time advisory capacity, this position collaborates with HR leadership and organizational managers to offer expert guidance on compliance, talent management, workplace conflict resolution, and special HR projects while promoting an inclusive, accessible, and positive workplace culture.
POSITION QUALIFICATIONS:
Bachelor’s degree in human resources, business administration, public administration, organizational leadership, or education administration.
Minimum of 5 years of progressive experience in human resource management or HR advisory roles.
A sign language proficiency level of SURVIVAL according to the AIDB evaluation system must be obtained within the first twenty-four (24) months of employment.
Ability to meet suitability criteria for employment.
PREFERRED QUALIFICATIONS:
Master’s degree in human resources, business administration, public administration, or organizational leadership.
7 or more years of experience in senior HR advisory, consulting, or management roles.
Active SHRM-CP, SHRM-SCP, SPHR, PHR, or comparable professional certification.
Experience in a public-sector, education, healthcare, rehabilitation, nonprofit, or similarly complex organization.
Experience with HR policy development, workforce analytics, compensation, employee relations, and organizational development.
Experience working in an environment serving individuals with disabilities and knowledge of disability employment practices.
PERFORMANCE RESPONSIBILITIES:
Strategic Advisory & Workforce Support
Provide experienced guidance and advisory services to the HR Director, HR staff, executive management, and supervisors regarding complex or sensitive human resources matters, HR strategy, workforce planning, and employment practices.
Serve as a resource for evaluating difficult personnel situations, identifying appropriate courses of action, and assisting HR leadership in evaluating emerging personnel issues to determine appropriate next steps.
Offer recommendations regarding consistency, fairness, risk management, and best practices in HR decision-making to contribute to the overall soundness of HR practices.
Assist in identifying staffing needs, talent acquisition strategies, and succession planning initiatives aligned with AIDB’s strategic priorities.
Advise on organizational development, employee retention, and leadership development programs.
Share institutional knowledge and best practices with current HR personnel to assist in developing professional capabilities, positive culture, and confidence of HR staff.
Policy Development & Compliance Guidance
Review, update, and recommend enhancements to employee handbooks, HR policies, procedures, and administrative guidelines.
Provide guidance regarding federal and state employment requirements, generally accepted HR practices, and the consistent application of leave and personnel policies.
Identify areas where existing practices may benefit from greater consistency, clarity, or alignment with applicable requirements, and assist in identifying areas where additional employee or management guidance may be beneficial.
Provide consultation regarding complex employee relations matters, including performance concerns, disciplinary actions, grievances, workplace conflicts, and employee complaints.
Provide guidance regarding appropriate documentation, investigative processes, corrective action, and resolution strategies.
Recommend improvements to reduce organizational risk and strengthen HR controls.
HR Operations & Project Management
Periodically perform HR process assessments and recommend improvements to enhance efficiency and effectiveness.
Assist with specialized HR initiatives, audits, policy initiatives, organizational changes, job evaluation, compensation review, classification structures, and employee engagement surveys.
Support workforce analytics and HR metric evaluations to assist leadership with data-informed decision-making.
Promote a workplace culture characterized by positivity, respect, inclusion, professionalism, accountability, accessibility, and positive human experiences.
Ensure proper maintenance, confidentiality, and security of sensitive personnel records and HR data.
Collaboration & Professionalism
Demonstrate the ability to communicate effectively with individuals with diverse communication needs.
Build trust and foster positive collaborative relationships with leaders, employees, and external partners.
Perform other duties consistent with the advisory nature and responsibilities of the position as assigned.

SALARY: $50.00 per hour (Part-Time)
