The HCV Program Manager works collaboratively with the Housing Admissions Manager, who has primary responsibility for waiting-list administration, applicant eligibility determinations, initial certification, applicant briefings, and initial voucher issuance. The HCV Program Manager assumes primary operational responsibility for households after referral/transition from Admissions in accordance with established departmental procedures.The position supervises assigned HCV staff and ensures program activities are administered consistently with applicable HUD regulations, federal and State requirements, agency policies, the HCV Administrative Plan, and other governing requirements.

Plan, direct, coordinate, and monitor the daily operations of the Housing Choice Voucher (HCV) Program, with primary responsibility for continued occupancy, leasing, and ongoing participant services following voucher issuance.

Ensure HCV operations comply with applicable HUD regulations, notices, guidance, the HCV Administrative Plan, and agency policies and procedures.

Monitor changes in HUD regulations and guidance; interpret requirements and coordinate implementation of necessary policy, procedural, and operational changes.

Develop, implement, review, and update HCV operating procedures to promote regulatory compliance, consistency, efficiency, and effective program administration.

Coordinate HCV activities with Admissions, Compliance, Finance/Accounting, Inspections, Legal, Information Technology, and other organizational units to ensure timely and accurate program administration.

Supervise assigned HCV staff; establish performance expectations, assign and prioritize workloads, monitor productivity and accuracy, evaluate performance, and ensure accountability for assigned responsibilities.

Train, coach, and provide technical guidance to staff regarding HUD requirements, agency policies and procedures, housing management systems, customer service standards, and HCV program operations.

Identify staff training and professional development needs and implement appropriate training, coaching, performance improvement, or corrective measures.

Review complex participant, landlord, and program cases; interpret applicable requirements and provide direction to staff regarding appropriate resolution.

Oversee annual and interim reexaminations, ensuring changes in income, assets, deductions, allowances, family composition, and other household circumstances are properly verified, documented, calculated, and processed.

Monitor reexamination workloads, deadlines, outstanding actions, and participant notifications to ensure timely completion and implement corrective measures when necessary.

Ensure participant and program information is accurately maintained in the agency's housing management system and transmitted to applicable HUD systems as required.

Oversee leasing activities following voucher issuance, including Requests for Tenancy Approval, rent reasonableness, payment standards, utility allowances, lease documentation, and Housing Assistance Payments (HAP) contracts.

Monitor leasing activity and voucher utilization and identify operational barriers that may delay lease-up or affect program performance.

Ensure required participant and landlord notices, documentation, approvals, and program actions are accurate, complete, properly documented, and issued within required timeframes.

Monitor staff compliance, file quality, processing accuracy, customer service, and overall program performance; identify deficiencies and implement corrective action as necessary.

Monitor leasing activity and identify barriers affecting successful voucher utilization.

Performs other related duties as assigned.

Knowledge of the general operations and procedures of DSHA, HUD, Federal and State programs, and properties.

Ability to orient other employees and to explain organizational policies, rules regulations, and procedures.

Knowledge of U.S. Department of Housing and Urban Development’s (HUD’s) housing programs

Familiarity with affordable housing policy and programs, especially as it relates to the Public Housing programs

Ability to use Microsoft Office (Word, Excel, Outlook) with proficiency.

Ability to organize, prioritize, and manage administrative tasks with attention to detail and follow-through.

Ability to deliver strong customer service and communicate clearly, both orally and in writing.
