Description
The Employee Services Consultant position is responsible for providing services to a department or group of departments, which includes managing, consulting, monitoring, analyzing data, and providing ongoing operations support to management and employees. Responsibilities include onboarding, employee relations, talent retention, employee engagement, leave administration, and the daily administration and application of the laws and regulations of programs as they apply to the Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Americans with Disabilities (ADA) and other federal, state and city mandated programs. Has contacts with departmental and City administrators, managers, supervisors, and employees.
Major Employee Services Consultant Functions
The major functions performed by the Employee Services Consultant include fostering a culture of high ethical standards and providing direction in the application and resolution of issues and concerns regarding the effective administration and compliance with required city, state, and federal laws and regulations. This position reports to the Employee Services Manager and or Employee Services General Manager.
DEFINITION OF CLASS
The Employee Services Consultant class includes all positions whose duties are to perform and support the application and execution of established policies, procedures, and processes. The Employee Services Consultant must have a detailed understanding of the knowledge and theory of Human Resources and Relationship Management. Human Resources Assistants and Employee Services Consultants in a lower series report through this position.
Examples of Duties
DUTIES & RESPONSIBILITIES: (Illustrative)
- Answers questions as a knowledgeable resource in one or more HR functional areas.
- Administers post-offer employment activities, including background checks, drug testing, immunization tests, and motor vehicle checks required of selected job applicants and interns.
- Manages employee tracking spreadsheet reflecting hires/terms of employment, changes, and other required information. Creates and assigns position numbers for positions and creates new positions in the agency’s HRIS (UltiPro).
- Performs a variety of pre- and post-hire administrative and recordkeeping tasks for new employees and interns. Enters new employees’ required databases, timely collects, and processes all required new employee paperwork and information. Closes position folder and creates new employee binders.
- Coordinates exit process for terminations, including conducting exit interviews and responding to unemployment compensation notices.
- Maintains the highest level of integrity and professionalism in all aspects of job performance.
- Performs job responsibilities and maintains all records in accordance with BHP’s policy, procedure, and protocol, and as appropriate to the job, all regulatory authorities’ accreditation/licensure/certification standards, and all applicable laws and regulations.
- Works assigned schedule, exhibits regular and punctual attendance, and works outside of normal schedule as required.
- Conceptualizes and develops HR strategies, processes, and procedures to increase customer service efficiencies.
- Develops a good working knowledge of assigned business areas and the operating processes and procedures within the City.
- Interprets city policies, procedures, collective bargaining agreements, laws, and regulations that affect business areas.
- Manages assigned special projects and programs.
- Proactively develops solutions; facilitates problem-solving among different individuals/groups to reach effective outcomes.
- Provides human resources consultation and support services including, but not limited to, employee relations, position management, employee engagement, and employee development.
- Serves as a liaison between the Human Resources Department and assigned customers by communicating and facilitating Human Resources needs.
- Works independently to define and meet customer needs, facilitating innovation and exploration of non-traditional ideas.
Employee Services Consultant II - This is the full-performance level in this series. It is distinguished by the performance of the full range of duties assigned to the Employee Services Consultant II, often with limited guidance from higher-level professionals. The work of the Employee Services Consultant II is reviewed only as appropriate for the specific task or program.
At the Employee Services Consultant I level, contacts are usually with supervisors and managers within the City of Detroit internal structure in the immediate organizational unit or in closely related support units. Contacts are with supervisors and managers outside of the organization or with other members of the management team in highly structured situations. At the Employee Services Consultant II and Employee Services Consultant III level, contacts are with executives, officials, managers, and/or professionals, including agencies and outside organizations as they apply to the administration of negotiated contracts and employee-related issues and issue resolution. The Employee Services Consultant IV interacts with every level of the management and executive team.
PURPOSE OF CONTACTS
At the entry-level, the purpose of the Employee Services Consultant I is to assist in the understanding and application of human resource policies and procedures. At the Employee Services Consultant II and III levels, the purpose of contacts is to influence, motivate, and persuade program managers and other officials in positions of decision-making authority to follow a recommended course of action consistent with established employee services, human resources, and management policies, requirements, objectives, and regulations.
PHYSICAL DEMANDS
The work is characterized as sedentary. Typically, Employee Services Consultants sit comfortably to do their work, interspersed by brief periods of walking, standing, bending, and extended periods requiring the use of computer terminals and technology to accomplish work objectives.
WORK ENVIRONMENT
Work is performed in a comfortable office environment, which is appropriately lighted, heated, and cooled. The work environment contains no significant hazards. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Must be a results-oriented professional with excellent verbal/written communication skills using diplomacy and discretion and strong customer service skills. The ability to maintain confidentiality is essential.
- Intermediate to expert PC skills using MS Office (Excel, Word, PowerPoint, Adobe) and other various computer systems.
- Ability to multi-task, work independently and/or within a team, attention to detail, and meet deadlines.
- Basic understanding of federal and Michigan State employment laws, including but not limited to OSHA, ADAAA, COBRA, EEO/AAP, FMLA, FLSA, and Workers’ Compensation desired.
- Working knowledge of UltiPro or similar HRIS systems is preferred.

Minimum Qualifications
These minimum qualifications establish the education, training, experience, special skills, and/or license(s) that are required for employment in the classification. Education
Bachelor's degree with a major in human resources, business, management, organizational development, or Human Resources.
Experience:
Employee Services Consultant II – Increased levels of responsibility and two to three (2-3) years of human resources experience in any combination of the following components: compensation, recruitment/staffing, benefits, human resources, employee relations, talent development, performance management, and organizational development.
License / Certificates
May be required to periodically participate in continuing education opportunities in related professional development categories.
Designations from the Society of Human Resources Management, International Personnel Management Association – HR
- SHRM-CP/SCP Certification preferred.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
