Idaho National Laboratory is hiring a Corporate Attorney to work in our Legal department. INL's Legal Department seeks an experienced attorney to join its in-house team in a mid-level or senior role. This position provides sophisticated legal counsel on a broad portfolio of government contracts, federal procurement matters, and real property transactions arising from INL's operations as a DOE-funded national laboratory. The successful candidate will serve as a trusted advisor to laboratory leadership, contracts personnel, project managers, and other stakeholders, and will work closely with DOE's Idaho Operations Office and other federal counterparts.
This is a full-time, on-site position located in Idaho Falls, Idaho. Our team works a 9x80 schedule with every other Friday off. Relocation assistance is available for qualified candidates.
Responsibilities:
- Provide day-to-day legal advice and guidance on all phases of the federal procurement and contracting lifecycle, including solicitation, negotiation, award, administration, and close-out of contracts, subcontracts, grants, and cooperative agreements subject to the Federal Acquisition Regulation (FAR), DOE Acquisition Regulation (DEAR), and other applicable regulations.
- Advise on prime contract compliance matters under INL's Management and Operations (M&O) contract with DOE, including interpretation of contract terms, regulatory obligations, and government-directed requirements.
- Support real estate and facilities legal matters, including review and negotiation of leases, easements, licenses, land use agreements, rights-of-way, and other real property instruments involving federal and non-federal lands.
- Counsel on compliance with applicable laws and regulations governing contractor operations, including cost accounting standards, cost allowability, intellectual property, data rights, export controls (EAR/ITAR), and small business subcontracting.
- Assist with bid protests, contract claims, disputes, and requests for equitable adjustment before cognizant government agencies, the Armed Services or Civilian Board of Contract Appeals, or the Court of Federal Claims.
- Draft, review, and negotiate a wide range of commercial and government-related agreements, teaming arrangements, non-disclosure agreements, and memoranda of understanding.
- Monitor and analyze developments in federal procurement law, DOE policy, and related regulatory areas, advising management on risks and opportunities.
- Support internal compliance programs, ethics initiatives, and training related to government contracting and property matters.
- Collaborate with colleagues in the Legal Department on cross-functional matters involving environmental, employment, intellectual property, and corporate law as needed.
Minimum Qualifications:
- Juris Doctor (J.D.) from an ABA-accredited law school.
- Active bar membership in good standing in any U.S. jurisdiction, with the ability to obtain admission to the Idaho State Bar (by examination or on motion, as applicable).
- Minimum of 5 years (mid-level) or 10+ years (senior level) of substantive experience in government contracts and/or federal procurement law, in private practice, in-house, or in government service.
- Demonstrated knowledge of the FAR, DEAR, and federal contracting principles.
- Experience with real property transactions, including drafting and negotiating leases, easements, or other real estate instruments.
- Strong analytical, drafting, and communication skills, with the ability to present complex legal issues clearly to non-legal audiences.
- Ability to obtain and maintain a DOE security clearance (U.S. citizenship required).
Preferred
- Prior experience as legal counsel at a DOE national laboratory, DOE headquarters or field office, or DOE prime contractor.
- Familiarity with DOE's M&O contracting model and the regulatory framework applicable to DOE contractor operations.
- Experience with federal land management, Bureau of Land Management (BLM) or other agency real property processes, or transactions involving federally owned land.
- Knowledge of nuclear energy, research and development contracting, or technology transfer matters.
- Active DOE security clearance (Q or L level).
- Admission to the Idaho State Bar.

- The pay range for this position is Level 5- Salary Grade 470 ($137,076-$281,196)/Level 6- Salary Grade 480 ($164, 592-$337,428)
- At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
- TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
