Interwest Consulting Group is seeking an experienced Capital Improvement Program (CIP) Project Manager to join our Public Works Group.
This position is ideal for a civil engineering professional with a strong background in managing municipal capital improvement projects, public infrastructure improvements, and public works programs.
The successful candidate will be responsible for overseeing multiple capital improvement projects, coordinating with municipal agencies and engineering consultants, managing project budgets and schedules, and ensuring projects are delivered successfully from planning and design through construction.

Key Responsibilities
Manage and coordinate municipal Capital Improvement Program (CIP) projects, ensuring successful delivery within established schedules, scopes, and budgets.
Oversee public infrastructure projects, including streets, roadways, storm drainage, water and sewer systems, utilities, and other municipal improvements.
Manage projects through planning, design, permitting, bidding, and construction phases.
Serve as the primary liaison between municipal clients, engineering consultants, contractors, regulatory agencies, and internal project teams.
Develop and manage project schedules, budgets, scopes of work, and project deliverables.
Coordinate and oversee multidisciplinary engineering and technical teams.
Review engineering plans, specifications, cost estimates, and technical reports to ensure compliance with applicable standards and requirements.
Prepare engineering proposals, task orders, project reports, and City Council staff reports.
Present project updates and recommendations to municipal staff, city councils, boards, commissions, and other stakeholders.
Coordinate public outreach efforts, including community meetings, workshops, and project presentations.
Monitor project progress, identify potential challenges, and implement solutions to maintain schedules and budgets.
Ensure compliance with applicable local, state, and federal regulations, engineering standards, and municipal requirements.
Build and maintain strong working relationships with municipal clients and project stakeholders.
Qualifications
Bachelor's degree in Civil Engineering or a related field.
Minimum of 5 years of professional experience in civil engineering, public works, or infrastructure project management.
Experience managing municipal Capital Improvement Program (CIP) projects or comparable public infrastructure improvement projects.
Demonstrated ability to manage multiple projects, budgets, schedules, consultants, and project teams.
Strong understanding of municipal public works processes, engineering design, and infrastructure project delivery.
Experience coordinating with city or county agencies, consultants, contractors, and other project stakeholders.
Ability to read, review, and interpret engineering plans, specifications, technical reports, and construction documents.
Excellent written, verbal, organizational, and interpersonal communication skills.
Ability to work independently while managing competing priorities and deadlines.
Preferred Qualifications
Professional Engineer (PE) license in California.
Experience managing municipal CIP programs for California cities or counties.
Familiarity with California public works standards, permitting processes, and regulatory requirements.
Experience with public agency project delivery, consultant selection, and contract administration.
Familiarity with AutoCAD and other engineering or project management software.
Experience preparing City Council presentations, staff reports, and public meeting materials.
