The Aviation Noise Senior Manager will lead and develop Dublin Airport’s aviation noise management function, providing strategic direction, governance and technical expertise to effectively manage aircraft noise impacts in accordance with Irish and EU regulatory requirements, the ICAO Balanced Approach, the Noise Abatement Objective, and Dublin Airport’s sustainability and growth objectives. The role is responsible for ensuring an integrated, evidence-based approach to aviation noise management, encompassing regulatory compliance, operational performance, stakeholder engagement, community relations, planning support, collaboration with airlines and air navigation service providers, noise monitoring and reporting, data analytics, and the delivery of mitigation programmes. The role provides assurance that aviation noise impacts are managed transparently, effectively and in a manner that maintains the confidence of regulators, communities and other key stakeholders.
Lead the development and oversight of Dublin Airport's aviation noise performance framework, including monitoring, modelling, analytics, reporting and airline performance management.
Ensure the integrity, governance and transparency of noise and flight-track data to support regulatory compliance, operational decision-making and stakeholder engagement.
Drive the implementation of noise mitigation initiatives, digital intelligence capabilities and operational improvement programmes to reduce environmental impact and promote quieter aircraft operations.
Provide strategic aviation-noise expertise and technical assurance to support airport planning, infrastructure development, operational change, airspace initiatives, and sustainable growth objectives.
Ensure aviation-noise impacts are effectively assessed and managed through planning applications, environmental assessments, noise modelling, mitigation measures, and land-use planning engagement.
Lead stakeholder and community engagement on aviation noise and related mitigation programmes, collaborating with internal and external stakeholders to balance airport growth, community interests, regulatory compliance, and operational resilience, while ensuring communications are transparent, accessible, data-driven, and responsive to stakeholder concerns
Provide strategic support to the Executive team on regulatory, political, media and public enquiries, ensuring consistent, credible and evidence-based messaging on sensitive aviation noise issues.
Lead and develop a high-performing specialist noise team, fostering technical excellence, capability development, succession planning and continuous improvement.
Manage specialist consultants, service providers and budgets, ensuring effective procurement, governance, value for money and delivery against business objectives.
Experience
15 years relevant experience in aviation noise, airport environment, environmental regulation, aviation operations, planning/environmental assessment, acoustics consultancy or a comparable regulated infrastructure environment.
Demonstrated experience leading complex technical, regulatory and stakeholder programmes in a high-scrutiny environment.
Experience engaging with regulators, planning authorities, airlines, ANSPs, local authorities, communities and senior internal stakeholders.
Experience with statutory reporting, environmental/noise action planning, technical assurance, consultant management and evidence-based decision support.
Experience leading teams and developing specialist capability, succession and performance standards.
Skills
Strong knowledge of airport noise management, aviation operations, aircraft noise metrics, flight-track monitoring, noise modelling, environmental assessment and land-use/planning interfaces.
Detailed understanding of Irish and EU aviation-noise legislation and policy, including the Aircraft Noise (Dublin Airport) Regulation Act 2019, EU Regulation 598/2014, the Environmental Noise Directive, planning conditions and the ICAO Balanced Approach.
Awareness of health and quality-of-life metrics used in aircraft-noise assessment, including Highly Annoyed and Highly Sleep Disturbed population metrics and their use in noise objectives.
Education & Qualifications
Degree or equivalent qualification in environmental science, engineering, acoustics, aviation management, planning, sustainability, data/analytics or a related discipline.
Postgraduate qualification or professional membership in acoustics, environmental management, planning, engineering, aviation or sustainability is desirable.
